About the National Health Funding Body
The Administrator of the National Health Funding Pool (the Administrator) and the National Health Funding Body (NHFB) were established through the Council of Australian Government’s National Health Reform Agreement (NHRA) of August 2011. NHFB is a small, high-performing agency based in Canberra.
The primary functions of the NHFB are to assist the Administrator in:
- calculating and advising the Commonwealth Treasurer of the Commonwealth’s contribution to public hospital funding in each State and Territory ($30 billion in 2024-25)
- reconciling estimated and actual public hospital services, and adjusting Commonwealth payments (over 46 million activities in 2024-25)
- undertaking funding integrity analysis to identify public hospital services that potentially received funding through other Commonwealth programs
- monitoring payments of Commonwealth, State and Territory public hospital funding into the National Health Funding Pool (the Pool)
- making payments from the Pool to each LHN
- reporting publicly on funding, payments and services
- developing and providing three-year data plans to the Commonwealth, States and Territories
- supporting additional funding streams to be transacted through the Pool.
About the position
The Director, Data, Modelling and Analysis (DMA) is a critical leadership role within the National Health Funding Body, reporting to the Deputy Chief Executive Officer and a member of the Executive Leadership Group. The Director is responsible for leading a multidisciplinary team of analysts and data specialists who calculate, reconcile and report on Commonwealth public hospital funding contributions to all States and Territories, work that directly informs hundreds of millions of dollars in payments each year.
Operating under the National Health Reform Agreement Addendum 2026–31, the Director ensures that funding calculations are accurate and delivered on time, that the integrity of Commonwealth hospital funding is actively protected through data matching programs, and that stakeholders, including Treasury, IHACPA, AIHW, jurisdictions and the Administrator, receive high-quality analysis and advice.
This is a high-trust, high-consequence role. The Director is expected to bring deep technical knowledge of public hospital funding frameworks, strong leadership capability, and a collaborative, outward-facing approach to stakeholder engagement.
The Director also contributes to corporate governance, strategic planning and organisational performance to ensure the NHFB operates as a high performing agency, promoting the NHFB’s values and behaviours (“One NHFB”, “Enhance trust”, “Open Communication”, “Own it”) alongside the APS values.

About the role
The National Health Funding Body is seeking an experienced analytical leader who combines deep technical expertise in public hospital funding with strong people leadership and stakeholder engagement skills.
Under limited direction, you will lead the DMA section to:
- calculate, quality assure and communicate Commonwealth public hospital funding contributions to all States and Territories, including oversight of the Commonwealth Contribution Model under the NHRA Addendum 2026–31
- lead DMA’s funding integrity programs, including MBS and PBS data matching, to identify hospital services funded under more than one Commonwealth program
- produce bilateral data packs, service category analyses, trend reports and activity insights, and contribute to NHFB and Administrator annual reporting
- build and maintain trust-based relationships with key external stakeholders including IHACPA, AIHW, Treasury, Services Australia and State and Territory health departments
- lead, develop and support a multidisciplinary team of 12 staff across four work streams, building capability and eliminating single-person dependencies
- maintain oversight of DMA’s risk profile, ensure compliance with relevant legislation, and manage DMA’s budget and procurement within approved parameters
- contribute to NHFB’s corporate governance, strategic planning and organisational performance as a member of the Executive Leadership Group.
Selection criteria
NHFB will assess applications against the APS Integrated Leadership System at the EL2 level, your demonstrated ability to perform the duties of the position, and your potential contribution to the Executive Leadership Group.
The successful candidate will have, proven experience leading high-accuracy analytical work in a complex government environment, and the stakeholder management skills to operate effectively across Commonwealth, State and Territory boundaries, and also preferably deep knowledge of the Australian public hospital funding framework.
Essential requirements
- demonstrated experience leading analytical, statistical or quantitative teams in a complex policy or government environment
- proven ability to manage high-consequence, high-accuracy analytical work and deliver zero-error outputs to senior executives and ministers
- demonstrated capability to build, lead and develop a high-performing multidisciplinary team
- strong stakeholder management skills, including experience working with Commonwealth, State and Territory government counterparts
- understanding of PGPA Act obligations and Commonwealth public sector governance requirements.
Highly desirable
- Deep understanding of Activity Based Funding and the Australian public hospital funding framework, including the National Health Reform Agreement and NHRA Addendum 2026–31
- Experience with funding integrity or data matching programs across Commonwealth health programs (e.g. MBS, PBS)
- Familiarity with IHACPA pricing frameworks and technical specifications for hospital classification and activity reporting
- Experience with quantitative or statistical tools used in health data analysis (e.g. SAS, Python, R, Power BI)

About the position
The Assistant Director, People is an EL1 leadership role within the Policy, Planning and Performance (PPP) section, reporting to the Director PPP. The role leads NHFB’s People workstream, providing authoritative advice on workforce, culture and organisational capability to the Director PPP, Deputy CEO, CEO and Administrator.
The Assistant Director operates with a high degree of autonomy, leading complex and sensitive initiatives across the full spectrum of people management – from strategic workforce planning and learning and development through to operational HR services and governance compliance. The role directly supervises a small team and works closely with the Department of Health, Disability and Ageing under a Shared Services arrangement for HR, payroll and related functions.
The Assistant Director also contributes to corporate governance, strategic planning and organisational performance, and is expected to model NHFB’s values and behaviours across the organisation.
About the role
NHFB is seeking an experienced HR professional with strong leadership capability, sound judgement and the confidence to provide frank, evidence-based advice to senior leaders in a small, high-performing agency.
Under limited direction, you will lead the People workstream to:
- develop, implement and evaluate NHFB’s Workforce Strategy and subordinate plans, including workforce diversity, capability, succession and entry-level programs
- oversee delivery of operational HR services including recruitment, payroll oversight, learning budget governance, HR inbox management and mandatory reporting obligations
- develop, review and maintain NHFB’s HR policy framework in accordance with the Enterprise Agreement and relevant legislation
- provide strategic leadership for the NHFB Academy and United Leadership Program, including design and delivery of People workstream learning modules
- lead the annual Census Action Plan process, from analysis of findings through to implementation across the organisation
- build and maintain productive relationships with key stakeholders including DHDA, APSC, governance committees and shared services providers
- lead, develop and support a small team, building capability through coaching, mentoring and clear performance expectations
- ensure compliance with the PGPA Act, Public Service Act, NHFB Enterprise Agreement and other legislative requirements within the role’s remit.
Selection criteria

The successful candidate will have demonstrated expertise in human resources management, proven experience leading complex work programs in a government environment, and the communication skills to influence and advise senior stakeholders with confidence.

- Tertiary qualifications in human resources, business, public administration or equivalent experience
- Proven experience leading teams and delivering complex work programs in a government or corporate environment
- Demonstrated expertise in human resources management, including policy development, workforce planning and operational HR services
- Strong understanding of the APS context, including PGPA Act requirements and APS Values
- Excellent written and verbal communication skills, with demonstrated ability to influence and advise senior stakeholders
- Experience developing and implementing policies, frameworks or strategies
- Proven ability to manage competing priorities and deliver high-quality outcomes to tight deadlines
